Someone in the thick jungle of the Amazon was detected taking pictures of Thunderbird 1, flying at a very high altitude. Scott Tracy could not see who it was so Lady Penelope, on holiday in British Guiana, is asked to investigate. She finds a secret missile base belonging to Bereznik.
