Tuff Dawson is alerted by the British Ambassador to Rutania about a potential spy in the Embassy. The Ambassador reveals that he is the only one with the combination to a safe containing top-secret messages, which he decodes himself. After learning that sensitive information was leaked to the Rutanian Secret Service, Tuff suspects that someone may be entering the Ambassador's office while he sleeps.
