Luke Daniels is an agent with the Magellan Billet.
As explained elsewhere in the adventures of a fellow operative for that organization, , the Billet is a division inside the Justice Department that concentrates on international investigations. It is described as "twelve lawyers the Justice Department put together to do some very specialized things." While not spies per se, their assignments are world-wide, varied, exotic, and highly dangerous.
I mentioned Malone because he is talked about immediately after mentioning Daniels in the first recorded adventure; said comment tells us that Daniels "dad only allowed one man to ever get the best of him" and that man was Malone; The 'best' being an "upper cut out of nowhere" on their first meeting. Their relationship would improve, luckily, though Malone would ask Daniels if he was "always such a smart-ass". Daniels, it is interesting to note, did not argue with the assessment. Of course, the 'disagreement' seems to have started when the much younger and junior Daniels referred to Malone as 'Pappy".
Malone had been cautioning against rash actions in the excitement of a situation, something that Daniels is well aware of doing. "Army Rangers weren't sit-on-your-hands types. More direct action, and Luke had never rid himself of that bold audacity". He had joined the Army right out of high school, foregoing college and staying in for a decade. Once out, he tried for the CIA but had not made it past the second interview. That is when Magellan Billet Director, Stephanie Nelle, gave him a call and offered him a position. She did make it clear, though, that he would receive absolutely no special treatment being the nephew of a close friend of her, former U.S. President Danny Daniels.
When we take up with his activities, after the remembrance of his earlier time with Malone, he has been with the Billet for a few years and has more than earned his way, as well as his reputation for someone who got things done. He might still be a tad impetuous and still have a few things to learn but he is seasoned.
