Cole Brogan is an agent with the I.N.C.C.
That acronym stands for the International Narcotics Control Commission. We do not learn a great deal about this organization except that it is, as the name implies, international in nature. Brogan, though American, is working out of the London office. Its mandate, obvious by the name, is to try to control the production of and illegal sale of narcotics around the planet. Brogan has recently been promoted to the rank of Inspector. [Note: according to the Internet, there was an I.N.C.C. created by Congress but that took place in 1985 which the bureau that Brogan worked for was active in the early 70s.]
Brogan is quick to point out that as a member of the department, he is "an investigator, not a cop". This is definitely confirmed when we are shown some of the things that Brogan is willing to do to accomplish his mandate, things that would not pass muster in any civilized court of law. Brogan may be disgusted by his actions but he does them nevertheless.
The initial impression one gains about Brogan after meeting him in the first recorded adventure is that Brogan, a veteran of perhaps too many missions in too many places in the world, is prone to sardonic expressions (smirks usually) and a decidedly cynical attitude towards largely everyone with whom he comes into contact. He has no use for those who grow the plants which get turned into deadly narcotics but he has similarly no appreciation of those officials whose punishment for such work is death. In the same vein, his attitude to those involved, like him, in the fight against illegal drugs is often less than cordial. While it is not stated outright, it seems clear that Brogan is a man near burnout and we will be on hand to watch it happen.
We do not learn very much about Brogan before his adventures with the I.N.C.C. and later helping Interpol. We know that he served in the Navy for a good deal of time earlier in his life, being part of the prestigious Underwater Demolition Team (forerunner to the SEALS) and had a stint with Military Intelligence. His time with the UDTs made him an expert in explosives and scuba diving.
