On a long drunken binge after a horrible loss, Cole Brogan is brought back into service when a friend at Interpol asks for his help. A consortium of terrorists which had once been funded by Russia have taken to robbing banks and jewelers to fund their campaigns. They have decided to undertake one huge caper and need an underwater demolitions expert; enter Brogan in that capacity to learn their goals and stop them.
