Anarchists manage to break into a secure US Naval weapons repository and steal a suitcase nuclear weapon. Morgan Fox becomes involved in the matter when he is salvaging a wrecked plane and comes across evidence. The Deputy Director of the CIA has proof that the group has a mole in his organization so he must make use of Fox to find a way to resolve the situation.
