A group known as 'Black Bear' strikes a terrorist blow on America's capital and in the mayhem steals the 'football', the briefcase holding the go codes to launch nuclear missiles. A lot of good people died and Paul Decker, the officer protecting it, was nearly one of them. Decker puts together his own team to get it back.
