John Wells and his fiancee are victims of an attack on a crowded bridge. Filled with anger, Wells traces the attackers to Russia but is stymied. With no little irony, Wells receives a truce offer accompanied by info on a terrorist plan to explode a stolen Russian nuke on American soil.
