Zara Fischer is an agent with an unnamed British intelligence agency.
In truth, the organization is nebulous enough that it may or may not be an actual government department but rather a company "with secret government connections". This 'agency' is run by a woman named Laura Williams, someone that Fischer has considerable problems with, all the time!
"She had decided from a young age to be one of the good guys. And that had led her on a path to this, picked out by Laura Williams and trained to be the best. Not that being the best ever seemed good enough to Williams. She had felt for a long time that her boss had pushed her too hard and too far sometimes in training, purely for the sake of it. She knew her capabilities and Zara didn't doubt that she needed to be kept in good shape - but as for the rest? The rest was more about the power trip, for the woman with a hard heart and harder head to savour the enjoyment of watching her creation crank it up a level in training."
This is important because it gives us a deep look into the makeup of Fischer for as much as she dislikes and distrusts her boss's attitude towards her, she makes it a point to always rise higher than Williams is demanding, just to prove she can do it.
Fischer's job in the department is, as she tell a man named Ash she will be partnered with and with whom she will forge an intensely close bond, "I'm not primarily trained to take live prisoners, I'm usually [an assassin]".
