Agent 00K9 is an agent with the CIA.
Wait, this is not exactly what you might be thinking. That acronym stands for the Canine Intelligence Agency, run by a Doberman Pinscher named Major Oddball and sounding as hoarse as one might imagine a raspy putbull would be. The Top Dog (literally) does have a mighty fine looking headquarters office, all shiny teak and other hardwoods, and from this cozy dimly-lit room he dispatches his top agent to his near certain doom.
00K9 is that top agent, a pug who goes against the stereotype of being a very friendly lap dog by making it clear to his boss, coworkers, and anyone else who will bother to listen that he is an independent-working operative. "I work alone!" he insists when forced to take a partner. "Anyone else would just slow me down".
His exploits are common knowledge to both his own side and the opposition so when the bad guys learn that he is on the mission, they start preparing for big time trouble coming in a little dog body. Regarding those who also work with the CIA, they get almost giddy at the chance of maybe working with him despite his gruff demeanor.
Oh, one important point. I put on his factsheet his nationality being British, despite the fact that "CIA" would make you think American. One listen to the two fellows (Oddball and 00K9) talk, and the reason becomes obvious. Oddball sounds decidedly old-school. British 00K9 definitely speaks with a pronounced Scottish accent.
Despite his insistence that he works alone, 00K9 will at one point get a partner and will find that he actually enjoys the company, though he would likely never admit it.
