Robin Marlette is a contract agent with the CIA.
Well, he will be, or at least the company he controls, Worldwide Enterprises, Inc. will be once he creates it.
First, though, when we initially meet him, he is a Sergeant with the Arizona Department of Public Safety Narcotics Special Enforcement Unit, tasked with putting together a small team to combat the extremely risky business of drug smuggling across the border with Mexico. It was the opinion of just about everyone who knew Marlette and worked with him, even those who did not like the man, that he could easily have risen higher in the ranks than he had but "Robin knew after the rank of sergeant, work meant riding a desk. So, he never tested for lieutenant".
When his boss "created the Narcotics Special Enforcement Unit, he did it with Robin in mind". The order were simple: "Go after the most dangerous narcotics violators in the state." The only rule was that he kept it legal. Since Robin was also a lawyer, that would be understood.
As a law-enforcement officer, even one in such an elite group as the GOTU, the nickname for themselves which meant Guardians of the Galaxy, Marlette would not have normally fit in this compendium even if he took his fight south of the border. It was as a result of that fight and the fallout from it that he does fit.
Needing to start over, Marlette was helped in the creation of WEI and now his work is elsewhere in the world, supposedly open to any client but mostly working with the CIA. The team he leads have spent two years getting "intense training by the best special forces teams in the US military" and are being given tasks that "propel the team into dangerous and complex missions that threaten the world's balance of power and tests the team to the ragged edge of their abilities".
