Born is Middlesbrough in northern England, Chaim Raphael was educated at Oxford and became a lecturer there in his early 30's. Throughout his life he held numerous position with the British government earning the OBE in 1951 and becoming a Commander of it in 1965. In later years he returned to Oxford where he became a don.
