The Eastern European nation of Maltovia is in danger of invasion from its larger neighbor, Lovitzna. When Biggles is asked by the smaller country to go there to build up its air force, he demurs. Then the Lovitzna ambassador warns him sternly to stay away, pretty much insuring Biggles is headed to Maltovia.
