An Eastern European nation's spy organization has recently lost three of their agents spying in the UK. The head of the group, fearing trouble from the country's leader, knows he must strike back at Sir Gerald and he decides to do so by going after Modesty Blaise. He plots to lure her to his country, arrest her, and use her in a trade, embarrassing Sir Gerald in the process.
