Charles Fogarty is a handsome man in the "fund raising" business - as he explains to one of his ladies, he asks people for money and they give it to him, though not mentioned is the fact that he is really a shakedown artist who pretends to be a hitman to lure victims into paying him to not kill them. When he picks a patsy who turns out to be a federal agent and there is a struggle, things turn deadly and Cannon is sent to investigate. Fogarty is snatched up by Madame Toy's men and told he will either die then or receiving $10k for killing a man - Cannon.
