[CF05] - A new recruit to the Bureau named Jack Colter is introduced to X-9 by the Director, who asks X-9 to give him a tour of the Department and "show him our methods of crime detection". An extensive visit is shown including trips to the various labs and the training gym, all to demonstrate how the many agents and technicians work to make sure crime does not pay.
