That rotter Dr. Doom is running a Pirate Radio ship called Big D. He broadcasts enemy-type messages with pop music. Out Man from B.U.N.G.L.E. has been discovered aboard ship as a stowaway. Dr. Doom is making him walk the plank, with his arms tied behind his back, and with the crooks' horrible pets waiting between the ship and B.U.N.G.L.E.'s drifting motor boat.
