At the London Museum of Modern Art, an Eastern Bloc fuel expert and amateur sculptor waits for a W.I.N. contact so the expert can pass details of a new rocket propellant. Secret police from the man's country intercept him and lead him away but not before he sent a coded message to W.I.N. that the formula on microfilm was somewhere in his studio. Joe 90 absorbs Sam Loover's brain pattern to infiltrate the place.
