Off the coast of Hong Kong a scruffy-looking powerboat is used in numerous acts of piracy and then disappearing. The authorities appeal for help from TIGER. Nelson Lord and Henry Small are told that all the events occur near the Fuan Teng factory but proving it is involved will require some finesse. That and a movie camera with a laser in it.
