Fireball is on a small ship heading to the Caribbean island of Casteras to visit his friend Jacob King who recently was elected President of the country after the ouster of the previous dictator. When a gunship warns the vessel off saying no one is allowed to enter the bay, Fireball goes for a swim to learn what happened to his friend and that country.
