Reporting to the Newport Torpedo Base, ZX-5 is shown the latest radio controlled torpedo. He detects a snoop outside and gives chase but is beaten. The snoop was an agent for The Baron, the "sinister chief of the foreign spies", who is also a tech genius and can reproduce the weapon to destroy the battleship USS Montana.
