An official at the U.S. Embassy in Berlin, while quite drunk, crashes his car onto a playground and six children are killed. When he claims diplomatic immunity and the Ambassador backs him us, Department 89 and Sophie Decker are told to find what hold the man has on his boss and find a way to counter it.
