During the Berlin Blockade of '48, Alan Cormack is given command of an Intelligence unit in that German city to watch for Soviet spies and to tamp down the huge black market activity. Tony Woodward is a part of the airlift bringing supplies in. They join together again when word comes that an ex-Nazi assassin has been smuggled into the area but the question of who his target is remains a mystery.
