Hal Schroeder is approached by the FBI to go undercover to find the identity of Mr. Big in Cleveland's underworld. He handles the job by telling the gang who he really is and what he is really doing. Then he tells the FBI that he told them. Then he really starts muddying the waters to do what is right.
