Arc 2:  Versus Doctor Boaz

Don Winslow and Red Pennington have been ordered to head to China on their next mission. Soon after leaving on a US naval destroyer they encounter a tramp freighter in distress but the captain of that vessel refuses help. Hearing the cries of an American woman they board under resistance. Winslow will learn from a prisoner how the ship was involved in transporting opium and bombs. The opium is part of a vicious plan: "by order of the Scorpion destruction awaits the American Navy in the Far East ... [The Scorpion] has discovered a new extract of opium of deadly power. This strange drug is to be mixed in the tobacco sold to men of the fleet. A few pipefuls and the victims will be slaves forever." All this is happening in Shanghai so that is where Don and Red head. There they will find that the navy is indeed being targeted by an agent of the Scorpion, a noxious physician named Dr. Boaz.
