CHUMP has hired Chief Rain Cloud to dance and cause it to rain. When he succeeds, he is told to keep it going so CHUMP can buy up all the umbrellas, raincoats and rubbers and sell them at higher prices. Plus it will get people to complain and "CHUMP thrives on discontent".
