Though second in the series, it is a prequel. A young Jack Ryan, on vacation in London, halts an assassination attempt, resulting in the death of a terrorist. The remaining terrorist, brother to the first, makes a vow of vengeance against Ryan and the actions to bring about this retribution take him to Ireland and then to the United States.
