In a lab in western China, a research team has come up with a virus worse the COVID-19, capable of killing in minutes. Just as they were pondering whether to destroy it, the facility is attacked, everyone slaughtered, and the virus stolen. Now it falls to Eric Steele, still on a mission of vengeance against those who attack the Program and killed many operatives, to go after the virus and those who threaten the West with it.
